Tortuga 2025 is a comprehensive conservation plan developed by the National Oceanic and Atmospheric Administration (NOAA) to protect and restore the Tortugas region, a group of remote islands in the Gulf of Mexico. The plan was first developed in 2005 and has been updated several times since then, most recently in 2021.
